Can I undertake renovations before the Closing? No. Until you actually own the apartment, you will not be permitted to make any changes to the apartment or to even move any stuff in. Sometimes there are exceptions for personal property if the buyer is in a jam, but those exceptions are few and far between. In almost all cases, the Board will not even consider your renovation plans until you have closed on the purchase. “Rush”, “quickly” and “inexpensive” are three words you should delete from your lexicon when it comes to apartment renovations in New York City.
