Because leaks are at the pandemic level in New York City, co-ops and condos are cautious about allowing a unit owner to move plumbing service. Many buildings have a rule that prohibits putting “wet” over “dry”. In other words, you can’t put plumbing (that is supplies for hot and cold water) in an area that does not have similar supplies for water in the apartment below.
